The publication draws on experience gained from visits to Councils, mainly in the Yorkshire region, and from individual and small group discussions with Chairmen and Members of Councils.  


Tutorial contact with some 60 Council Secretaries attending Courses at the Nuffield Centre and co-ordination meetings at the Centre for Studies in Social Policy, where views were exchanged on the mass of material relating to Councils already accumulated.


In spite of all this consultation and wide-ranging collaboration, this book is still a very personal view of Councils.
